LBB EHCP Annual Review Pilot Project:

The London Borough of Bromley are currently considering new ways to deliver the Annual Review process.  We are about the reach the pilot phase of the project with education providers.

 The project aims to ensure EHCP Annual Reviews are:

· Timely and meaningful to children/young people, their families and adults supporting them

· Capture the wishes and aspirations of the child/young person and their family

· Prepare the child/young person well for an adulthood their aspire to

· Focussed on measuring progress towards outcomes from the EHCP

· Simple and time efficient for everyone involved

The proposed new process will look slightly different to how we currently manage the EHCP Annual Review Process.  Instead of amending EHCPs and issuing a new final plan after every Review.  An amended Plan will only be produced when a child/young person is transferring into a new Key Stage (e.g., Nursery into Reception) or if there is a significant change in their needs or the provision they require to access learning and make progress; a ‘Transition and Change Review’.

Instead, between transition points an ‘Annual Progress Review’ will be held, where the child/young person’s progress and achievements are celebrated and new short term outcomes are agreed collaboratively and used to plan the support (from their Section F provision) for the upcoming year. The Plan will not be amended, but the Local Authority will store and monitor the child/young person’s progress and new short term outcomes.

The SEND Code of Practice (2015) recognises EHCPs do not need to be updated regularly, where the provision and outcomes remain appropriate.  The professionals providing assessments, setting long term outcomes and recommending provision consider the progress the child/young person will make across a Key Stage, so it is not anticipated changes will need to be made in between.

However, it is recognised circumstances and needs can change, so this is a fluid process in which parent/carers and professionals can make recommendations for a ‘Transition and Change’ review outside of the Key Stage transition window.  This will be agreed in partnership with the EHCP Coordinator.

We are keen to pilot the proposed new process, to ensure it fulfils the aims of the project before a wider roll out to all Bromley children/young people - LBB Annual Review Pilot team. 

YVHSC and Bromley Parent Carer Forum (BPCF) are keen to ensure that parental input is included in the design of the new service. We felt that a survey (completed by parents/carers to children and young people with SEND) would be the best way to gather actual lived experience and to understand where the Annual Review process is going wrong for so many families. Nominations for the Bromley SEND Awards

Dear Colleagues and Partners

On the back of the success of last year’s event we are planning this year’s month long celebration of the achievements of our young people with SEND called ‘Celebrating Bromley SEND Stars’ in November.

We want to remind you of a key event and hopefully prompt you to take part.

Nominations for the Bromley SEND Awards

We would like to hear about the many activities and achievements that have involved children and young people with SEND. We also want to shine some starlight on the families, service providers, carers, school staff or anyone that makes a difference to our SEND children, young people, and families.

Do you know of a child in your school or setting that has gone the extra mile to support SEND in some way, a child with SEND achieving a goal, adults or groups that dedicate time and effort to create positive experiences and possibilities for those with SEND?

Nominate children, young people, friends, family members and professionals in one or more of the following categories by Monday 30th September 2024

Parent/Carer award - We want to hear about you or someone you know and the amazing things they do to benefit their child or young person with SEND

SEND Champion for Inclusion - Tell us about an individual or organisation who have gone the extra mile to promote an inclusive environment or activity for children or young people with SEND

SEND Champion for Peers and Siblings - Tell us about the often unseen but great things that brothers or sisters, friends and peers do to support other children or young people with SEND in the community, at home or at school

SEND Champion in the Workplace - For any professional who has gone that extra mile to champion SEND

SEND Champion in the Community - For an individual, local business, leisure centre or activity provider who has worked to make life better for families with children and young people with SEND

SEND Champion for Employment - For a company or employer who has actively made the workplace an inclusive and welcoming environment for employees with SEND.

Lasting Legacy Award - Awarded to an individual or organisation for their substantial and lasting contributions to improving outcomes for families, children and young people with SEND

Proudest Moment award - Big or small, this is your chance to tell us about the challenges a child or young person with SEND has overcome that fills you with pride and makes you smile.

SEND Star Award - For the individual child or young person with SEND who has blown us all away by achieving something incredible.

We have arranged a panel of judges with representatives from across Bromley.

Short-listed nominees will be invited to a very special awards ceremony at the Warren on 28th November 2024.

This is a fantastic opportunity to give someone special the recognition they truly deserve.
